The "Basic Food Security Corner" is a space where any citizen experiencing financial hardship can immediately receive food and daily necessities without any application process. Based on the "Gyeonggi Food Just Dream Corner," which was introduced by President Lee Jaemyung during his tenure as Governor of Gyeonggi Province, this initiative has been tailored to the city's characteristics and has been operating since December 1 at both the Naraeul Food Market and the Haengnam-eup Happiness Sharing Food Market.
Visiting citizens are provided with 3 to 5 essential items, such as instant foods, instant rice, ramen, and canned goods, on the spot. If a citizen visits more than twice, they are connected to necessary welfare counseling and support services.
At the site, Mayor Jung closely examined psychological factors that citizens might experience during the use of the corner, such as concerns about being watched or the process of choosing items, and instructed improvements to create a more welcoming environment for users. He also checked all operational elements, including shelf height, storage conditions, and accessibility, and directed relevant departments to pursue ongoing improvements.
The city is connecting users of the corner to consultations at the Hwaseong City Financial Welfare Counseling Support Center to provide necessary welfare services. This measure takes into account the complex economic issues faced by citizens struggling with food insecurity, such as debt or spending pressures.
The city also collaborates with related organizations, including administrative welfare centers, the Hwaseong City Mental Health Welfare Center, Korea Land and Housing Corporation (LH), Gyeonggi Housing and Urban Development Corporation (GH), dementia safety centers, and job centers, to provide tailored support.
The city plans to develop the corner beyond simple food assistance into a warm "circulating sharing platform." By expanding donation events and strengthening the local sharing foundation, the city aims to create a structure where citizens who once received help can naturally participate as donors after recovery, thereby spreading a culture of warm community support.
