Donghae City to Raise Water and Sewage Rates for Stable Tap Water Supply
Water rates to increase from 950 won to 1,220 won per ton
Sewage rates to be adjusted from 660 won to 820 won per ton
Donghae City in Gangwon Province announced on December 10, 2025, that it will raise water and sewage rates starting in 2026. The city explained that this decision was unavoidable to ensure stable water supply, as large-scale facility investment costs-such as improvements to aging water purification plants and maintenance of water and sewage pipelines-have been increasing every year, and the production cost of tap water continues to rise, making it necessary to maintain smooth service delivery.
Water and sewage rates have been frozen since 2018, but a phased increase will be implemented over three years from 2025 to 2027. In 2026, the household water supply rate will be adjusted from 950 won to 1,220 won per ton, and the sewage rate from 660 won to 820 won per ton.
To alleviate the burden on citizens resulting from the rate hike, the city continues to operate its existing discount programs. For households with multiple children-defined as having at least two children and the youngest under 19 years old-families with two children can receive discounts for up to 5 tons per month, while families with three or more children can receive discounts for up to 12 tons per month.
In addition, the city is maintaining water and sewage rate discounts for local small business owners, specifically for "Good Price Stores" and "Model Businesses."
