Muan County Launches Full-Scale Winter Disaster Response System
Deployment of Snow Removal Equipment and Enhanced Promotion of Insurance Enrollment
Muan County in South Jeolla Province will operate a winter natural disaster response period until March 15 next year to proactively prepare for natural disasters such as heavy snowfall and cold waves during the winter season.
The county has deployed 15 dump trucks, 11 small snowplows, and other snow removal equipment, including spreaders, in preparation for heavy snow and icy roads, and has inspected its emergency work system. In addition, the county has completed advance preparations such as establishing forward snow removal bases, securing over 1,600 tons of deicing agents, and inspecting vulnerable facilities.
In response to the heavy rain damage experienced this summer, the county is actively promoting storm and flood insurance and policy insurance to enhance residents' disaster preparedness. In particular, the county plans to increase public participation by informing residents of the Ministry of Agriculture, Food and Rural Affairs’ policy that restoration costs will not be paid if farmers neglect disaster prevention measures, as well as the requirement for residents to clear snow in front of their own homes and shops.
Residents affected by the heavy rains in July and August received indirect support such as local tax reductions and disaster recovery loans, while those in special disaster areas (Muan-eup, Illo-eup, and Hyeongyeong-myeon) were also granted electricity bill reductions. However, some residents experienced difficulties during the application process due to insufficient information about the support available.
The county plans to analyze these issues and improve the disaster information delivery system and recovery administration procedures.

Na Jaecheol, Head of the Muan County Safety Management Division, said, "The recovery process from the heavy rains in summer reaffirmed the importance of quick on-site response and resident guidance," adding, "We will actively reflect these lessons in our winter response system and do our utmost to create a safer environment."
