The Budget and Accounts Special Committee of Donghae City Council in Gangwon Province (Chairman Jeong Dongsu) convened the 6th Budget and Accounts Special Committee meeting of the 2nd regular session of the 357th assembly on the 5th, where it reviewed the 2026 revenue and expenditure budget proposals under the jurisdiction of the Economic Affairs Division, Industrial Policy Division, and Sports Industry Division. On this day, the committee members focused their inquiries on local economic revitalization, youth policies, and major pending issues, urging the administration to come up with practical alternatives.

View original imageAssemblyman Lee Changsu pointed out that, regarding the budget for supporting the issuance of local gift certificates, many citizens are unable to utilize the system due to the digital divide. He suggested, “Even if the cashback rate is adjusted, the policy should be improved and publicity strengthened so that more citizens can use it evenly.”
Assemblyman An Sungjun expressed his gratitude for the prompt and systematic process in preparing the supplementary budget for the second half of the year regarding the budget for supporting card fees for small business owners. He emphasized, “In order to provide real help for the business stability of small business owners who are in closest contact with citizens, it is necessary to boldly increase the budget for card fee support.”
Assemblywoman Kim Hyangjeong, referring to the support program for fostering young restaurant entrepreneurs, said, “Since this project targets the younger generation who are leading the latest tourism trends in Donghae City, it should not end as a one-off budget support.” She urged the administration to “implement the project from a long-term perspective so that local youth can achieve tangible results and establish themselves through new food businesses.”
Assemblywoman Park Juhyun emphasized the effectiveness of youth policies. She stated, “For the continuously developed youth policies to deliver results, it is essential to first strengthen the capabilities of young people who lack experience,” and requested, “Please prepare support measures that go beyond simple assistance to enhance the independence and practical skills of the youth.”
Assemblywoman Choi Isoon, regarding the LS Cable VCV Tower, criticized that “due to light pollution, the tower’s lighting is not turned on, and the originally planned observation deck at the top floor was not created due to security concerns.” She pointed out, “This is because there was an insufficient preliminary impact assessment of foreseeable problems before the tower’s construction.” Assemblywoman Choi strongly demanded that the administration take proactive measures to correct these issues and prevent their recurrence in the future.
Chairman Jeong Dongsu, concluding the review of each division, delivered remarks to the administration. Regarding matters under the Economic Affairs Division, he requested, “Please promote projects that can create synergy through solidarity among young entrepreneurs and enhance their sense of belonging as local businesses.”
