On December 4, 2025, Ulleung County held the launch ceremony for the 'Ulleung County Talent Development Foundation' at the Ulleung Hanmaeum Center, officially announcing a new beginning for fostering local talent and improving educational conditions in the region.

View original imageUlleung County has completed the procedures for establishing the foundation, which it has been pursuing since 2022. Based on the 'Ordinance on the Establishment and Operation of the Ulleung County Talent Development Foundation,' the county has obtained approval and registration for the foundation, laying the groundwork for a new leap forward in Ulleung's education.
The launch ceremony was attended by the former board members of the Ulleung County Educational Development Committee, education officials, students, parents, and other local stakeholders, who shared the foundation's vision and goals and secured both internal and external support for building a new foundation for education in Ulleung County.
The foundation aims to raise a scholarship fund of 10 billion won. In particular, it plans to cover the full tuition for all students graduating from Ulleung High School, regardless of academic performance, and provide monthly rent support up to 300,000 won, thereby easing the financial burden on Ulleungdo students.
As a long-term plan, the foundation intends to establish the Ulleung County Talent Education Center for students in the region who face challenging educational circumstances. Through this, it aims to provide an educational environment equal to that of mainland students and to develop Ulleung High School into a prestigious local institution.

At the launch ceremony, Chairman Nam Han-gwon stated, "As the foundation takes its first step to discover and nurture the talents who will shape Ulleung County's future, we will do our utmost to foster local talent." He added, "This foundation is significant not only as a scholarship project but also as an institutional framework to expand educational opportunities, provide housing support for Ulleung County students, and systematically improve local educational conditions. Through stable funding and effective operation, we will strive to reduce educational disparities and encourage local talent to settle and thrive, even though Ulleungdo, as the only island county in the East Sea, faces challenges in transportation and living conditions."
