Gapyeong County in Gyeonggi Province announced on December 4 that it will intensively implement a "deferment of collection" policy for arrears in non-tax revenue until the end of the year, aiming to reduce the burden on livelihood-based delinquent taxpayers and enhance the effectiveness of actual collections.
The county has designated the period from December 1 to December 31 as the deferment period, focusing on applying this measure to those for whom collection is virtually impossible, such as individuals with no assets, deceased persons, those whose whereabouts are unknown, as well as de facto defunct corporations that are considered dissolved or have completed liquidation.
For livelihood-based delinquent taxpayers, including those who are bankrupt, have closed their businesses, have poor credit, or are recipients of basic livelihood support, the county is considering bold deferment measures. It also plans to actively utilize the suspension of collection procedures for seized real estate and vehicles that have no liquidation value.
In addition, for defunct corporations, the county will conduct a full investigation to analyze the practical benefits and proceed with the release of unnecessary seizures to settle the arrears. The county also intends to strengthen post-management for existing deferment cases, so that if new assets are identified, the deferment will be immediately canceled and seizure and collection procedures will resume.
A county official stated, "By reducing ineffective collection actions, we aim to minimize infringement of property rights for vulnerable groups, and through thorough post-management, we will strengthen an efficient and effective collection system for non-tax revenue."
