Outstanding Innovative and Proactive Administration Cases of Yangsan City Selected by Citizens
Yangsan City in South Gyeongsang Province held the 2025 second half Innovative and Proactive Administration Best Practice Competition and selected a total of 12 outstanding cases, with six cases chosen for each category.

View original imageThis competition was conducted in three stages: an initial internal review, a second round of employee voting, and a third round involving a public vote and evaluation by a citizen review panel. Over the five-day period from November 22 to 26, a total of 3,933 citizens participated in the voting, demonstrating significant public interest in city administration.
First, in the Innovative Best Practice category, the grand prize went to the Tourism Division for its campaign, "Promotion Like Never Before! Is This a Campaign or the Beginning of Change in Yangsan?"
The project received high marks for developing the Yangsan tourism character "Yangsan Friends," operating interactive promotional events, and establishing a sustainable tourism brand. It was praised for resonating with citizens and marking a new turning point for tourism in Yangsan.
The excellence awards were given to the Waterworks Division for "Saving Citizens' Time, Immediate Benefits! 24-Hour Online Application for Water Fee Reduction," and to the Livelihood Economy Division for "Sharing Warmth with Small Business Owners, Livelihood Economy Leap ON Project."
The encouragement awards went to the Information and Communications Division for "Yangsan City Customized Duty Civil Complaint and Press Release Artificial Intelligence Administrative Service 'Yangsan AI ON'," the Regeneration Strategy Division for "Yangsan Old Downtown, Reviving with History and Culture! 'Mokhwadang 1944'," and the Health Administration Division for "Yangsan City Opens a New Paradigm: From Treatment-Centered to Health Management-Centered Public Health Centers!"
Next, in the Proactive Administration Best Practice category, the grand prize was awarded to the Livelihood Economy Division for "Second Distribution of Livelihood Recovery Consumption Coupons: Seniors, No Need to Visit-Automatic Distribution!"
The project was highly rated for automatically distributing the second round of coupons to 99% (about 55,000 people) of offline applicants who agreed to automatic distribution, without requiring a second visit. It is considered an exemplary case of proactive administration that dramatically improved administrative accessibility for seniors.
The excellence awards were given to the Information and Communications Division for "Smart Public Transport Service Innovation through the Establishment of Ultra-Precise Bus Maps," and to the Lifelong Education Division for "First in South Gyeongsang Province: Construction of the First School Complex Facility Used by Both Students and Residents."
The encouragement awards went to the Urban Planning Division for "Sasang Hi-Pass IC Bidirectional Installation: Two-Track Strategy to Secure the Golden Time," "War Against Odor: Finding Solutions in Urban Planning," and to the Climate and Environment Division for "Electric Vehicles on the Move, Reduced Carbon, Cleaner Air: Expanding EV Supply to Meet Citizen Demand."
In addition, the Daewoonsan Recreation Forest Team of the Yangsan City Facilities Management Corporation was selected as an outstanding case in the public institution sector for "Planting a Forest in Everyone's Heart: ON Forest, Forest GO."
Yangsan City will award a total of 7.8 million won in departmental bonuses for the selected best practices-1 million won for each grand prize, 700,000 won for each excellence award, and 500,000 won for each encouragement award. The main contributors to the best practices will be selected as outstanding public officials, and depending on the award grade, they will receive various personnel incentives such as an S grade for performance bonuses, transfer to their desired department, priority for training, special leave or additional points for personnel evaluations, and a mayoral commendation.
