Paju City Establishes Legal Basis for "Streets Without Electric Scooters" to Enhance Personal Mobility Device Safety
Paju City in Gyeonggi Province announced on November 28 that it will pre-announce a partial amendment to the "Ordinance on the Use and Safety Promotion of Personal Mobility Devices in Paju City" in order to ensure pedestrian safety and improve the disorderly culture surrounding the use of personal mobility devices (PMs).
This amendment includes provisions to establish the legal basis for designating certain areas, such as congested pedestrian zones and accident-prone sections, as "no-PM zones" (streets without electric scooters).
Until now, the city has prioritized citizens' safety by implementing measures such as immediate towing of devices in traffic islands and in front of crosswalks, increasing towing fees, installing designated parking areas, and conducting on-site safety education and promotional activities targeting middle and high schools. However, as the risk of accidents and inconvenience to citizens caused by personal mobility devices persists, the city is now considering, for the first time in Gyeonggi Province, designating "streets without electric scooters."
The ordinance is being pursued with the goal of implementation in February next year. Once the ordinance is amended, the city plans to closely review candidate locations and collaborate with the police, who have the authority to designate "streets without electric scooters" under the Road Traffic Act.

Paju City Mayor Kim Kyoungil stated, "We are pushing for the ordinance amendment to create a city where everyone can walk safely, free from personal mobility devices (PMs)." He added, "We will strengthen cooperation with the police to designate and enforce 'no-scooter zones,' and will continue to enhance comprehensive PM safety measures, including education, public awareness campaigns, and the improvement of parking areas."
