Card and Mobile Types to Adopt New System from December 1
Blocking Fraudulent Distribution and Enhancing Transparency
On November 28, Jindo County in South Jeolla Province announced that starting December 1, the operational method for both card-type and mobile-type Jindo Arirang Gift Certificates will shift from the current "pre-discount" system to a "post-accumulation (post-cashback)" method.
The county stated that this policy change aims to prevent fraudulent distribution of local gift certificates and to establish a sound distribution structure.
The "post-accumulation (post-cashback)" method allows consumers to recharge the gift certificates at face value, and then receive a certain percentage of the amount back as points when making payments at affiliated stores. Unlike the previous system, where certificates were purchased at a discounted price, this new structure provides immediate accumulation of rewards at the time of payment. The county expects this approach to enhance the transparency and credibility of the gift certificate program.
For example, if a consumer purchases a 10,000 won gift certificate, the full amount of 10,000 won is recharged instead of a discounted price. Upon payment, 1,500 won is accumulated as cashback according to the discount rate. This method maintains the benefits while minimizing the possibility of misuse.
Meanwhile, the paper-type Jindo Arirang Gift Certificate will continue to operate under the existing "pre-discount" system. The post-accumulation method will only be applied after all remaining balances on card-type and mobile-type certificates currently held have been used.

A county official stated, "The post-accumulation method will help residents use local gift certificates safely and conveniently, while also having a positive effect on the local economy," adding, "We will continue to strengthen promotion and guidance so that users can enjoy the benefits without inconvenience."
