Revision of Basic Management Plan for Industrial Complexes
Utilization of Green Areas and Idle Spaces Now Permitted Within Industrial Complexes
The Korea Industrial Complex Corporation announced on November 27 that it has implemented regulatory easing measures by revising its basic management plan to increase the utilization of green areas and unused spaces. These measures include expanding new and renewable energy and cultural and sports facilities, as well as allowing the establishment of vertical farms.
Previously, the use of certain designated sites within industrial complexes-such as parks, green spaces, and waste landfill facilities-was restricted, which limited the spread of new and renewable energy and the improvement of working environments. With this revision of the basic management plan, a legal basis has been established to install new and renewable energy facilities, such as solar power, and cultural and sports facilities by utilizing completed landfill sites and parks or green spaces. This is expected not only to enable the efficient use of idle land within industrial complexes but also to improve the working environment in ways that employees can directly experience.
The restriction on the establishment of vertical farms, which are part of the agricultural sector, has also been lifted. The Korea Industrial Complex Corporation has made it legally possible for vertical farms to be established through the revision of the Enforcement Decree of the Industrial Cluster Development and Factory Establishment Act and the basic management plan, thereby laying the foundation for creating a future-oriented industrial ecosystem that integrates advanced agricultural and manufacturing technologies.

Lee Sanghoon, President of the Korea Industrial Complex Corporation, stated, "This revision of the basic management plan is the first step toward eliminating hidden regulations throughout industrial complexes and transforming them into structures capable of accommodating future industries." He added, "We will continue to enhance the competitiveness of industrial complexes by expanding the adoption of new and renewable energy, improving working environments, and attracting future-oriented companies."
