Gangwon Province Requests Increased National Funding for Future Industries and SOC Expansion

Kim Jintae, Governor of Gangwon Special Self-Governing Province, met with Yoo Byungseo, Director of the Budget Office at the Ministry of Strategy and Finance, on the 24th to discuss increasing national funding for major pending projects.

View original imageThe meeting was held in preparation for the final stage of the National Assembly's budget review, the Budget Settlement Adjustment Subcommittee deliberation. Governor Kim actively explained the need for an additional 22.8 billion won in national funding for ten projects aimed at fostering future industries, expanding social overhead capital (SOC), and resolving local issues.
Specifically, the future industries sector includes seven projects totaling 20.1 billion won: 8 billion won for establishing a demonstration hub for the Gangwon Medical AX Project; 1.7 billion won for building a semiconductor K-materials and parts production base; 2.33 billion won for establishing an antigen-antibody material bank to foster small and medium-sized CDMO; 2.5 billion won for creating a support foundation for eco-friendly future vehicle parts industry applying complete precision decomposition; 1 billion won for constructing a complex testing and certification platform for large-capacity energy storage systems (ESS); 1.8 billion won for establishing a medical semiconductor demonstration platform; and 2.8 billion won to promote the industrial use of digital medical data. For SOC, there is one project: 1 billion won for the Pocheon-Cheorwon Expressway. For local issues, there are two projects totaling 1.7 billion won: 200 million won for the construction of the Gangwon National Defense Square and 1.5 billion won for the construction of the Namdaechon underground water storage dam.
Regarding the Pocheon-Cheorwon Expressway, it was explained that "the preliminary feasibility study is underway, and the project section has been significantly reduced to improve the benefit-cost ratio (B/C)," while requesting the inclusion of feasibility study expenses and support for passing the preliminary feasibility review.
Yoo Byungseo, Director of the Budget Office, responded, "I understand the necessity and urgency of the province's pending projects," and added, "We will actively review the proposed projects."
Governor Kim Jintae emphasized, "The projects proposed today are essential for building a future industrial ecosystem, resolving the drought in Gangneung, and creating a symbolic space for the Battle of Chuncheon, among other local needs. As the agreement of the Ministry of Strategy and Finance is necessary for increasing national funding, I request the government's active support and attention."

Meanwhile, the National Assembly's budget review is currently in progress, with each standing committee having completed its review and the Budget Settlement Adjustment Subcommittee now deliberating. The province plans to respond closely and make every effort to secure increased national funding.
