View original imageThe partial amendment to the "Gangwon Special Self-Governing Province Ordinance on the Operation of Public Construction Projects Without Delayed Wages," proposed by Lee Ji-young, proportional representative of the Democratic Party of Korea and member of the Gangwon Special Self-Governing Provincial Council, passed the review by the relevant standing committee (Safety and Construction Committee) on November 24.
This amendment was made to provide an institutional basis for resolving the recurring issues of delayed wage and rental payments at public construction sites. It includes the establishment of a definition for the electronic procurement system, the codification of procedures for the separate management and confirmation of wage payments, a mandatory provision for payment to workers' dedicated accounts, and strengthened supervision and guidance against payment delays, all focusing on improving the practical effectiveness of the system at construction sites.
Lee Ji-young stated, "Delayed wage and equipment rental payments are chronic problems that are repeatedly observed at construction sites and are directly linked to the livelihoods of workers. I hope that this amendment will serve as an opportunity to substantially protect the rights and interests of construction workers in the province and further enhance the reliability and fairness of the construction industry."
