Gangwon Provincial Council Launches One-Person Protest at National Assembly Urging Swift Passage of Third Amendment to Gangwon Special Act
Chairman Kim Siseong Leads the First Protest on November 24
The Gangwon Provincial Council (Chairman Kim Siseong) began a relay one-person protest in front of the main gate of the National Assembly on the 24th, urging the swift passage of the third amendment to the "Special Act on the Establishment of Gangwon Special Self-Governing Province and the Creation of a Future Industry Global City" (hereinafter referred to as the Gangwon Special Act), which is currently pending in the National Assembly.

View original imageThis protest was organized in response to the delay in the review of the third amendment to the Gangwon Special Act by the Legislation Review Subcommittee of the National Assembly’s Public Administration and Security Committee. The council, representing the residents of Gangwon, aims to strongly convey its concerns to the National Assembly regarding the delay of this essential legislation, which is critical for establishing the future growth foundation and strengthening the actual autonomy of Gangwon Special Self-Governing Province, and to call for the prompt handling of the amendment.
The third amendment to the Gangwon Special Act includes 40 legislative tasks (68 provisions) centered on realizing the vision of a future industry global city, improving regulations to bring tangible changes to residents’ lives, and strengthening autonomy. These are regarded as key special provisions supporting the mid- to long-term development strategy of Gangwon Special Self-Governing Province, including fostering future industries, improving education and residential environments, and strengthening support for underdeveloped areas such as border and abandoned mining regions.
The relay one-person protest will be sustained, starting with Chairman Kim Siseong, followed by the executive board and members of each standing committee participating in turn. Depending on the progress of discussions in the National Assembly, the council is also considering expanding participation to include all provincial council members.
Chairman Kim Siseong stated, "The repeated stalling of this core bill, which will shape the future of Gangwon Special Self-Governing Province, at the National Assembly review stage is effectively blocking regional development. For Gangwon Special Self-Governing Province to implement its own growth strategy based on real authority, the swift passage of the third amendment to the Special Act is absolutely necessary. This is not a benefit limited to a specific region, but an essential task for balanced national development and strengthening the country's future competitiveness."
