Seongnam to Implement Seasonal Fine Dust Management from December... Grade 5 Vehicles Restricted

Seongnam City in Gyeonggi Province (Mayor Shin Sangjin) will implement the 7th Seasonal Fine Dust Management System from December 1, 2025, to the end of March 2026.

View original imageThe seasonal management system is a policy that enforces stronger reduction measures than usual during the winter, when high concentrations of fine dust occur more frequently.
During this period, the city will carry out 19 initiatives across six sectors-transportation, industry, public sector, daily life, and health-to protect citizens’ health and reduce fine dust emissions.
Key measures include: restricting the operation of Grade 5 emission vehicles from 6 a.m. to 9 p.m. on weekdays; conducting frequent inspections of vehicle emissions such as automobile exhaust at various road locations; strengthening inspections at 146 sites generating fugitive dust and 147 sites emitting air pollutants; operating road cleaning vehicles to remove resuspended dust; limiting indoor temperatures at public institutions to 20°C or below; inspecting indoor air quality at multi-use facilities and subway stations; tightening crackdowns on illegal burning; and distributing masks to all 456 daycare centers and 389 senior care facilities where vulnerable groups reside.
If a Grade 5 emission vehicle is caught operating during the restricted hours (6 a.m. to 9 p.m.) by surveillance cameras nationwide, the vehicle owner will be fined 100,000 won per day.
However, vehicles equipped with emission reduction devices, as well as Grade 5 emission vehicles owned by people with disabilities, emergency vehicles, or national merit recipients, are exempt from these restrictions.
During the seasonal management period, if an emergency reduction measure for high concentrations of fine dust (50㎍/㎥) is issued, the city will escalate the implementation to a second stage, including restrictions on the operation of old construction equipment at government construction sites.

The head of Seongnam City's Climate and Energy Division stated, "Fine dust is directly linked to citizens' health," adding, "We will actively pursue sector-specific reduction measures to decrease high concentrations of fine dust during the 7th seasonal management period."
