Incheon City Discloses Names of 587 Major and Habitual Defaulters... Arrears Total 30.2 Billion Won
On November 19, the Incheon city government released the names of 587 individuals and entities who have defaulted on local taxes amounting to more than 10 million won, as well as those who have failed to pay local administrative penalties and surcharges for over a year. The list was made public on the city's official website and the local tax payment platform, Wetax.
The disclosed list includes 528 local tax defaulters (434 individuals and 94 corporations) and 59 defaulters of local administrative penalties and surcharges (42 individuals and 17 corporations). Information such as name, age, address, type of unpaid tax or penalty, and a summary of the arrears was included.
The total amount in arrears is 30.2 billion won, consisting of 25.2 billion won in local taxes (17.8 billion won by individuals and 7.4 billion won by corporations) and 5 billion won in local administrative penalties and surcharges (1.9 billion won by individuals and 3.1 billion won by corporations).
Local taxes refer to levies imposed by local governments, such as acquisition tax, property tax, and local income tax. Local administrative penalties and surcharges include fines, enforcement charges, and compensation fees for illegal activities, as well as charges imposed in connection with certain public interest projects.
Prior to the disclosure, the city sent advance notices to 804 individuals and entities in March and provided a six-month period for explanation. Those whose names were made public this time are individuals and entities who did not submit explanatory materials and continued to default on their payments.
Among corporations, the construction company in Gyeyang-gu had the highest amount of local tax arrears, with 1.707 billion won overdue in 65 cases, including the resident tax (corporate income portion). Among individuals, a resident of Gyeyang-gu, referred to as Mr. A, recorded the highest arrears, failing to pay 858 million won in resident tax (comprehensive income portion).
For local administrative penalties and surcharges, a corporation in Jung-gu, Incheon, had the highest arrears among corporations, owing 557 million won in a single case of compensation for unauthorized use of public property. Among individuals, the highest defaulter was Mr. B, a resident of Ongjin-gun, Incheon, who failed to pay a total of 291 million won in two cases, including compensation for unauthorized occupation of public property.

An official from the Incheon city government stated, "We will establish a culture of diligent tax payment by publicly disclosing the names of major and habitual defaulters and by taking strong enforcement actions. For those who deliberately conceal assets or evade taxes, we will conduct thorough investigations and take measures such as imposing travel bans."
