Seongnam City Discloses List of 92 Defaulters Owing Over 10 Million Won in Local Taxes and Penalties
On November 19, Seongnam City in Gyeonggi Province (Mayor: Shin Sangjin) publicly disclosed the names of 92 individuals and entities who have habitually and significantly defaulted on local taxes or local administrative penalties and charges, each owing at least 10 million won, on the city’s official website and WeTax.
The disclosure of these names may result in severe administrative sanctions, including credit rating downgrades, restrictions on financial transactions, and enforcement actions by the Korea Customs Service.
This round of disclosure includes 85 local tax defaulters and 7 defaulters of local administrative penalties and charges, with the total amount in arrears reaching 39.9 billion won. Those disclosed are individuals and corporations who, as of January 1 of this year, had failed to pay at least 10 million won in local taxes or local administrative penalties and charges for over one year.
In March, Seongnam City sent prior notification letters to 119 defaulters, granting them a grace period of over six months to provide explanations. During this period, 27 individuals who either paid their arrears or submitted explanatory documents were excluded from the disclosure list. The total amount collected during the explanation period was 2.1 billion won.
Among the 92 disclosed, the individual with the largest arrears is identified as Mr. Choi ○○, who defaulted on 32.451 billion won in tobacco consumption tax. For corporations, Company E○ (CEO Han ○○) was found to have defaulted on 822 million won in real estate acquisition tax.
The disclosed information includes the defaulter’s name or business name (corporate name), age, address, amount in arrears, type of tax, payment deadline, and summary of the arrears. If the defaulter is a corporation, the representative’s information is also disclosed.

A Seongnam City official stated, “We will respond strictly to those who habitually and significantly default and will further strengthen the management of local tax arrears. We will continue our efforts to establish fair taxation and a culture of faithful tax payment.”
