Governor Kim Tops the List with 52.4%
Kim Youngrok, Governor of Jeonnam Province, ranked first in the evaluation of metropolitan government heads' job performance. He has maintained the top position for 12 consecutive months.
According to polling agency Realmeter on November 13, 2025, Governor Kim scored 52.4% in the October 2025 job performance evaluation for metropolitan government heads, taking the top spot overall despite a 2.5 percentage point drop from the previous month.
Governor Kim has consistently held the number one position since November of last year.
Following Governor Kim, Lee Cheolwoo, Governor of North Gyeongsang Province, rose two spots to second place with 52.3%, up 3.0 percentage points. Kim Kwanyoung, Governor of North Jeolla Province, ranked third with 51.5%, down 0.6 percentage points.
In contrast, Kang Gijeong, Mayor of Gwangju, remained outside the top 12 for the second consecutive month, and his detailed ranking was not released.

This survey was conducted nationwide via random digit dialing (RDD) using automated response methods, targeting 13,600 people aged 18 and older. The margin of error is ±3.5 percentage points at a 95% confidence level, and the response rate was 3.6%.
