Yangyang County to Gradually Expand All Water Supply and Sewage Sectors
Stable Supply Infrastructure to Be Established by 2028 Completion
Yangyang County in Gangwon Province announced on November 12 that it has secured a total of 39.3 billion won, including national and provincial funds, to support new expansion projects in the water supply and sewage sectors starting from 2026.
This funding has been secured as a proactive response to the sharp increase in large-scale construction permits and the development of major accommodation facilities in the Naksan District following the lifting of Naksan Provincial Park designation in 2020, as well as the continuously rising demand for tourism.
The county expedited changes to its master plan for water supply and sewage system maintenance and secured the necessary funds through active proposals and consultations with the Gangwon Special Self-Governing Province and the Wonju Regional Environmental Office. The secured budget will be gradually invested across all areas of water supply and sewage services.
In the water supply sector, 7.8 billion won will be allocated to the construction of a new Ganghyeon reservoir. The new reservoir is planned to have a capacity of 3,400 cubic meters, which is expected to enhance water supply stability and ensure a reliable supply even during peak seasons when residential and tourism demand surges.
In the sewage sector, 26.8 billion won has been secured to expand the Yangyang Sewage Treatment Plant’s daily processing capacity from 10,500 tons to 14,500 tons. Additionally, 4.7 billion won will be invested in upgrading the sewage pipelines and expanding the relay pumping station in the Naksan treatment district to improve processing efficiency and alleviate pipeline overload.
The project will officially begin with detailed design work in 2026 and is targeted for completion in 2028. Throughout the implementation process, the county plans to strengthen project management and safety systems, while also introducing measures to minimize environmental impact at each stage of construction to reduce inconvenience for local residents. In particular, the expansion of the sewage treatment plant and pipeline upgrades are expected to improve water quality in the Namdaecheon River, which receives the treated effluent, and enhance the overall stability of water supply, thereby improving the residential environment in the region.

The head of the Yangyang County Waterworks and Sewerage Office stated, "Once the facility expansion is completed in 2028, we will be able to provide a more stable and cleaner water supply to the Naksan area. The expansion of the sewage treatment plant and pipeline upgrades will significantly improve processing efficiency, contribute to better water quality in the Namdaecheon River, and help create a more pleasant residential environment.
