Public Officials Federation Calls for "Retirement Age Extension to 65, Guarantee of Basic Political Rights, and Enactment of the Public Officials Remuneration Committee"

The Public Officials Labor Union Federation (Chairman Shin Donggeun, hereafter referred to as the Public Officials Federation) announced on November 10 that it attended the "Completely New, Rewriting Labor" 2025 Korean Federation of Trade Unions National Workers' Rally held on Yeouidaero, Seoul, on November 8, where it called for institutional reforms in the public sector and the expansion of fundamental labor rights.

View original imageOn that day, the Public Officials Federation presented its main demands, including immediate legislation to extend the retirement age to 65, guaranteeing public officials' basic political rights, enacting the Public Officials Remuneration Committee into law, ensuring union activities through improvements to time-off regulations, and realizing a society that respects labor. The federation also declared its intention to launch joint actions targeting both the government and the National Assembly.
In particular, the Public Officials Federation emphasized that the extension of the retirement age to 65 must be legislated within this year to address the income gap caused by the difference between the age at which pension benefits begin and the current mandatory retirement age. The federation also called for the rational guarantee of public officials' basic political rights, including freedom of expression, party membership, and making political contributions.
The federation plans to jointly propose, as a legislative package, the extension of the retirement age, enactment of the Public Officials Remuneration Committee, and the guarantee of basic political rights for public officials, as promised by the government. It will also continue to hold National Assembly forums and nationwide roundtable discussions in solidarity with the Korean Federation of Trade Unions and other public sector unions.
Chairman Shin Donggeun stated, "A retirement age of 65, basic political rights, and normalization of the remuneration system are fundamental conditions for the sustainability of the public sector and for maintaining the quality of public service," adding, "This is not a matter of political strife, but of fulfilling promises and normalizing institutions."
On the same day, about 300 union members from affiliated unions across the country participated in the rally, chanting slogans such as "Guarantee retirement at 65," "Guarantee basic political rights," and "Enact the Public Officials Remuneration Committee into law."

Meanwhile, the Korean Federation of Trade Unions declared at the rally, which brought together about 30,000 people nationwide, the "beginning of a completely new labor movement," and called for revitalizing social dialogue through the extension of the retirement age and the expansion of fundamental labor rights.
