Yangyang County Launches “Intensive Collection Period for Local Taxes and Non-Tax Revenue Arrears in the Second Half of the Year”
Minimizing Arrears Through Both Intensive and Flexible Collection Measures
Yangyang County in Gangwon Province announced on November 7 that it will operate an “Intensive Collection Period for Local Taxes and Non-Tax Revenue Arrears in the Second Half of the Year” from November through the end of December, aiming to secure its own financial resources and minimize the carryover of unpaid taxes into the next year.
This year, the carryover arrears amount to 2.336 billion won in local taxes and 1.351 billion won in non-tax revenue, totaling 3.687 billion won. As of the end of October, the county has achieved a high collection rate, having collected 1.696 billion won in local taxes and 492 million won in non-tax revenue.
The county has set minimizing carryover arrears as its goal and plans to intensify its focused collection activities.
Yangyang County will encourage voluntary payments by sending text notifications and delivering arrears notices. At the same time, it will actively enforce collection measures and administrative sanctions, including securing real estate, vehicles, and various claims, as well as restricting licensed businesses.
Additionally, the county will strengthen joint enforcement by region, such as license plate seizures and towing of vehicles with chronic or habitual arrears, in order to resolve outstanding payments.
On the other hand, for livelihood-based delinquent taxpayers facing financial hardship, the county plans to implement flexible collection measures tailored to the type of arrears, such as installment payments and postponement of collection actions.

A county official stated, “We will do our utmost to reduce arrears through systematic collection during this intensive period,” and added, “We ask taxpayers to show interest and make voluntary payments within the deadline.”
