Structural Collapse at Korea East-West Power Ulsan Plant: 7 Trapped, 2 Rescued (Update)

A major structural collapse occurred at the Ulsan Thermal Power Plant of Korea East-West Power, located in Nam-gu, Ulsan.
According to the National Fire Agency, firefighters arrived at the scene 16 minutes after the report was received at 2:02 p.m. on November 6, 2025, and issued Level 1 of the fire response system at 2:56 p.m., about 40 minutes later. The collapse happened during demolition work on a boiler tower inside the thermal power plant, resulting in people being trapped.
Currently, it is estimated that seven people are trapped, though the exact number is still being confirmed. A man in his 40s and two men in their 60s have been rescued but sustained serious injuries.
The fire authorities have mobilized 61 personnel and 19 pieces of equipment for the rescue operation.
Yoon Hojoong, Minister of the Interior and Safety, issued an urgent directive immediately after the accident, stating, "All relevant agencies, including the Ministry of Climate, Energy and Environment, the Ministry of Employment and Labor, the National Fire Agency, the National Police Agency, Ulsan City, and Nam-gu, should mobilize all available personnel and equipment to focus on rescuing those trapped, and take special care to prevent safety accidents among firefighters during the rescue process."

In addition, the police have thoroughly secured the area around the site, and the Ministry of the Interior and Safety has dispatched an on-site situation manager to support the management of the scene.
