Gangneung City, Gangwon Province (Mayor Kim Hongkyu), will offer tangible financial benefits to citizens who have actively participated in water conservation efforts to overcome the drought. The city will encourage voluntary water-saving initiatives by providing a reduction in water utility charges for the November billing cycle, based on the amount saved in the September and October billing periods.
This measure is the result of citizens' dedicated participation and a valuable achievement that strengthens the spirit of community and the culture of water conservation in everyday life.
The reduction applies to households that have decreased their water usage compared to the same month of the previous year, and the entire (100%) water utility charge corresponding to the saved amount will be waived. For example, if a household reduces its usage from 30㎥ to 20㎥, a reduction of 10㎥, the corresponding amount of 8,470 KRW will be deducted.
The city will directly reflect the calculated reduction amount, based on meter readings, in the November bill so that it is automatically applied without any separate application process. Each recipient can confirm their individual reduction amount through their bill.
Exclusions from the reduction include: ▲ cases with no usage during the month (including newly registered users), ▲ settlement due to moving, ▲ indoor leakage, ▲ suspension or stoppage of water supply, and ▲ changes in business type.
Additionally, for collective users (such as apartment complexes), since charges are assessed through a single meter and it is not possible to calculate usage by individual households, the management entity must apply the reduction according to its own criteria. If the saved amount exceeds the billed usage, the reduction for the excess will be reflected in the following month's bill. The reduction cannot be refunded or paid out in cash separately.

This reduction in utility charges is not just an economic reward, but a warm achievement of the Gangneung community coming together to overcome a crisis."
