Geumcheon District Leads the Way in Operating the “Greenhouse Gas Reduction-Oriented Budget System”
Strengthening Fiscal Integration of Climate Change Measures for Carbon Neutrality
Geumcheon District in Seoul (District Mayor Yoo Seonghun) announced on November 4 that it has been piloting the “Greenhouse Gas Reduction-Oriented Budget System” since last year, aiming to achieve carbon neutrality by 2050. This system analyzes the impact of budgets and funds on climate change by categorizing them as reduction, emission, or neutral, and then incorporates these results into fiscal management.
Through the pilot operation of this system, the district is verifying its effectiveness and systematically managing the scale of climate response budgets. In the 2025 budget project climate impact analysis, the number of reduction projects increased by 14 compared to the previous year, totaling 53, and the budget increased by 7.9 billion won to 17.9 billion won, accounting for approximately 2.2% of the total budget.
By sector, the district is making targeted investments in various areas, including replacing LED lighting in buildings, expanding the supply of renewable energy, introducing eco-friendly official vehicles in the transportation sector, significantly increasing the recycling budget in the waste sector, and preserving forests as carbon sinks.
Geumcheon District is the first among Seoul’s autonomous districts to independently implement this system across all departmental budget projects. Last year, it was selected as a pilot district for a project by the Korea Environment Corporation, and this year it is conducting its own pilot operation.
