Taebaek City in Gangwon Province (Mayor Lee Sangho) announced on October 31 that it has established the "2025-2026 Winter Road Snow Removal Comprehensive Plan" to ensure citizen safety during the winter season and will enter a disaster response system for five months from November 1 to March 31 of the following year.

View original imageThis plan aims to proactively respond to various winter disasters such as heavy snowfall and icy roads, and to realize "a disaster-resilient city and a safe Taebaek" where citizens can use the roads with peace of mind.
To enhance snow removal efficiency, the city will lease four additional 15-ton dump trucks compared to last year, operating a total of 23 vehicles. It has also acquired four spreaders and six snow removal machines from Gongju City in South Chungcheong Province and the Gangwon Special Self-Governing Province Road Management Office, allowing for flexible responses in the event of equipment breakdowns.
Snow removal will be conducted on 343 routes, covering a total length of 303.75 kilometers, with a step-by-step response system in place: initial response, stages 1 to 3, and an emergency work system for all employees during heavy snow warnings.
In particular, 38 professional snow removal personnel will be deployed proactively from the heavy snow forecast stage, and de-icing agents will be spread early in high-traffic areas such as major arterial roads and downtown centers to ensure road safety.
Taebaek City will also expand its smart snow removal infrastructure to prevent accidents caused by icy roads and black ice.
Automatic brine spraying devices installed at 17 locations prone to habitual icing will be fully operated, and next year, the number of road sections equipped with heating cables will be expanded to 21.
In addition, the city will secure supplies of snow removal materials such as salt and calcium chloride in advance to prevent supply disruptions, and proactively place sandbags (anti-skid bags) in steep and sharply curved sections in non-urban areas to prevent safety accidents.
Furthermore, GPS devices will be installed on snow removal vehicles to manage snow removal status in real time and support efficient equipment operation.
In early December, Taebaek City will restrict access to Geumdaebong-gil, implement intensive management of seven roads vulnerable to icing, operate a designated snow removal responsibility section system, and encourage citizen participation in voluntary snow removal, thereby establishing a seamless snow removal system.
