64 Unrecovered Systems Targeted for Completion by Third Week of November
14 Systems to Be Restored After Relocation to Daegu Center
Director Lee Jaeyong: "No Significant Data Loss"
All top-priority systems, which are frequently used by the public and considered highly important, have been fully restored among those affected by the fire at the National Information Resources Service. The government announced that the remaining systems being restored at the Daejeon Center will be recovered by the third week of next month, and those relocated to the Daegu Center will be restored by the end of the year.
According to the Central Disaster and Safety Countermeasures Headquarters, as of 9 a.m. on October 31, 631 out of 709 affected systems (89.0%) had been restored. As of 7 a.m. on the same day, all 40 top-priority systems had been fully restored.
The previous day, 'Safety Stepping Stone,' a platform for real-time disaster and safety information, was restored, and on this day, the 'Integrated Situation Management for Disaster Management Work Portal' was also normalized. The recovery rates by grade are as follows: 92.6% for grade 2 systems (63 out of 68), 88.9% for grade 3 systems (232 out of 261), and 87.1% for grade 4 systems (296 out of 340).
The main homepage of the Ministry of the Interior and Safety also resumed operations at 9 a.m. on this day. Until now, an interim homepage and blog had been used as alternatives, but with the homepage reopening, services such as pre-information disclosure and access to major work, which had been restricted, are now available again.
Of the 78 systems yet to be restored, those being worked on at the Daejeon Center are scheduled to be fully recovered within next month. Yoon Hojoong, head of the Central Disaster and Safety Countermeasures Headquarters (and Minister of the Interior and Safety), stated at the headquarters meeting on this day, "Of the 78 systems, 64 are currently being restored at the Daejeon Center," adding, "Based on the reserve funds approved at the last Cabinet meeting, we are implementing a step-by-step plan to complete all recoveries by the third week of next month without delay." Kim Minjae, first deputy head of the headquarters, explained at a briefing on the same day, "In the first week of next month, we plan to restore an additional 31 systems, including the Personal Information Investigation and Information Integration System of the Personal Information Protection Commission and the Veterans Statistics System of the Ministry of Patriots and Veterans Affairs, normalizing 95.2% of all systems."
For the 16 systems relocated and being restored at the Daegu Center, the government plans to secure additional reserve funds and normalize them by the end of the year. Kim, the first deputy head, stated, "Of the 16 systems confirmed for relocation, including the main homepage of the Ministry of the Interior and Safety, 2 systems have been fully relocated and restored at the Daegu Center and are now operating normally as of today," adding, "Of the remaining 14 systems, 10, including the National Fire Agency and Fire Prevention Information, will be restored by November, and restoration of the remaining 4 systems, including the Ministry of the Interior and Safety Smart Work Center, will be completed by the end of the year."
Lee Jaeyong, Director of the National Information Resources Service, reiterated at a briefing that, except for the G-Drive, there was no significant data loss due to this fire. Director Lee stated, "Backup data for the day of the fire is difficult to recover, but aside from that, there has been no substantial data loss," and added, "Except for the G-Drive, there are currently no data losses that should be a concern for the public."
The government stated that, after system recovery is complete, it will focus on qualitative growth of digital government rather than quantitative expansion. Director Yoon said, "The government will use this incident as an opportunity not only to restore systems but also to further strengthen the foundation of digital government and enhance its stability and efficiency."

He continued, "It is undeniable that Korea's digital government has focused on quantitative growth until now," emphasizing, "From now on, we will focus on qualitative advancement and pursue a fundamental redesign of government information system infrastructure to establish a robust AI-driven democratic government."
