Immediately after the conclusion of the National Assembly audit, the government accepted the resignation of Lee Hanjun, President of Korea Land and Housing Corporation (LH). This comes about two months after he expressed his intention to step down in August. There are criticisms that the delay in accepting his resignation was a tactic to prevent a leadership vacuum during the audit period-a so-called 'audit shield' extension. Lee is stepping down with about a month left in his term, ending his tenure after nearly three years.
According to LH on the 31st, the dismissal of President Lee was approved the previous day. An LH official stated, "Late at night on the 30th, we received notification from the Ministry of Land, Infrastructure and Transport that President Lee's resignation had been accepted." Although Lee expressed his intention to resign in August, he remained in his position for about two months as his resignation was not processed.
This situation has prompted various interpretations within the industry. Some speculated that he was retained to prevent a leadership gap in the key national agenda of expanding housing supply, since appointing a successor typically takes two to three months. Others argued that it was a political calculation to shift responsibility for any issues arising during the ongoing audit and the implementation of supply measures through the end of the year.
Ultimately, Lee appeared before the recent National Assembly audit of the Land, Infrastructure and Transport Committee as LH President and faced all the lawmakers' criticisms. As the government accepted his resignation immediately after the audit concluded, the analysis that his retention was solely for the audit has gained traction.
Lee is recognized as an expert with about 40 years of experience in transportation and urban housing planning. He graduated from Hanyang University's Department of Urban Engineering and earned his doctorate from Hongik University. He previously served as Vice President of the Korea Transport Institute, Policy Special Advisor to the Governor of Gyeonggi Province, President of Gyeonggi Housing and Urban Development Corporation (GH), and Visiting Professor at Ajou University. He is also well known for laying the groundwork for the Metropolitan Express Railway (GTX). In November 2022, he was appointed as the head of LH, which was then facing its greatest crisis since its founding due to allegations of real estate speculation among employees. His term was set to end in November this year.
Upon taking office, he managed the aftermath of the apartment collapse in Incheon Geomdan, led reforms to address poor construction practices and the revolving-door cartel, and promoted the rapid development of the third-generation new towns and the enhancement of public housing quality. As a result, LH's public institution management evaluation, which had been rated 'Poor (D)' for three consecutive years, was raised to 'Excellent (B)'-the highest among SOC public corporations-demonstrating his ability to restore organizational trust and stabilize management.
In his farewell address, Lee reflected, "I took office with a heavy sense of responsibility to transform LH, which was facing the greatest crisis since its founding." He emphasized, "I worked to improve poor construction practices and the revolving-door cartel, and I devoted all my efforts to changing the flawed organizational culture of favoritism and silos that persisted for 16 years since the merger of the Land Corporation and the Housing Corporation."
