Gangwon Special Self-Governing Province (Governor Kim Jin-tae) announced on the 30th that it held a completion ceremony for the 'E-Mobility Business Support Center' and the 'Electric Vehicle Battery Safety Evaluation Center' in Mukgye-ri, Hoengseong-gun.

View original imageThe 'E-Mobility Business Support Center' was promoted as a national direct project by the Ministry of Trade, Industry and Energy, with the Korea Conformity Laboratories (KCL, President Chun Younggil) participating as the lead research institution. A total project budget of 48 billion won (24 billion won in national funding and 24 billion won in provincial funding) was invested to build three facilities: one EMC (Electromagnetic Compatibility Testing Building) and two battery safety testing buildings, with a total floor area of 3,835 square meters.
In addition, a proving ground capable of real vehicle driving was established, enabling an integrated performance evaluation system that covers battery pack performance and safety as well as vehicle driving tests.
The proving ground is connected to the autonomous driving center, which is currently being built based on real and mountainous roads, and is planned to evolve into the nation's first advanced comprehensive evaluation complex for autonomous driving equipped with an 'AI Driver's License Test Center' function in the future.
The 'Electric Vehicle Battery Safety Evaluation Center' was also promoted as a national direct project by the Ministry of Trade, Industry and Energy, with KCL as the lead research institution. A total project budget of 9.143 billion won (4.3 billion won in national funding and 4.843 billion won in local funding) was invested to build one testing building with a total floor area of 665 square meters.
This center will conduct various tests and evaluations to ensure the safety of key battery components after electric vehicle collisions.
More than 300 people attended the completion ceremony, including Kim Kwangrae, Vice Governor for Economic Affairs, Kim Myunggi, Mayor of Hoengseong, Han Changsu, Provincial Assemblyman, Pyo Hansang, Chairman of the County Council, Jeong Unhyeon, Vice Chairman of the County Council, and the President of KCL, adding to the celebration.
While the completion ceremony for the 'Light Commercial Special Vehicle Prototype Production Support Center' held last May in Hoengseong marked the starting point for establishing the future vehicle industry ecosystem, this completion ceremony for the 'E-Mobility Business Support Center' and the 'Electric Vehicle Battery Safety Evaluation Center' can be seen as a significant achievement in shaping the full-cycle support ecosystem for future vehicles tailored to Gangwon Province.
Meanwhile, during the ceremony, a performance was held to commemorate the signing of the first-ever domestic business agreement for the establishment of a global verification complex among Gangwon Special Self-Governing Province (Governor Kim Jin-tae), Hoengseong-gun (Mayor Kim Myunggi), Korea Conformity Laboratories (President Chun Younggil), and UTAC Korea (CEO Baek Jaewon), aiming to diversify exports in response to U.S.-led tariff policies.

View original imageThrough this agreement, future vehicle-related companies in the province are expected to reduce costs and time required for overseas expansion and enhance their competitiveness by utilizing international certification and technical consulting linked to UTAC's European certification system.
With the completion of these two centers, Gangwon Special Self-Governing Province has completed more than half-seven out of twelve (60%)-of its future vehicle projects, and plans to establish the nation's only full-cycle (one-stop) support ecosystem for future vehicles centered on the Wonju and Hoengseong regions by 2026.
