Gwangjin District Implements Special Safety Measures for Konkuk University Food Street Ahead of Halloween

Immediate On-Site Deployment in Case of Emergencies
Gwangjin District in Seoul (Mayor Kim Kyungho) has implemented special safety management measures around Konkuk University Entrance, where large crowds are expected for Halloween, in order to prevent safety incidents.

View original imageThe district has designated the period from October 16 to November 2 as the "Halloween Special Safety Management Period" and is operating an emergency response system. As foot traffic is expected to concentrate around Konkuk University Food Street, the district is proactively preparing for crowd-related accidents by activating a joint response system with relevant agencies, including the police and fire departments.
First, the district conducted a comprehensive safety inspection of facilities in areas where crowds are expected to gather. It checked the operational status of 25 intelligent CCTV cameras capable of detecting crowd density and 9 emergency speakers, and carried out a thorough inspection of risk factors such as illegal obstructions, road facilities, and illegal parking. Five departments, including the Audit Office, conducted joint on-site inspections, and a close cooperation network was established with the police, fire department, Seoul Metro, and the Konkuk University Commercial District Association. Through training for emergency staff, an initial response system was also established so personnel can be deployed immediately in the event of an incident.
During the Halloween period, from October 31 to November 2, a joint on-site integrated situation room will be operated with the participation of city and district officials, police, and fire departments. The situation regarding crowd density will be monitored in real time, and any risks will be swiftly communicated and addressed through the disaster safety communication network and a mobile situation room. In particular, patrols and order maintenance will be strengthened at vulnerable points such as subway entrances, narrow alleys, and dance-licensed venues. If necessary, measures such as crowd dispersal or emergency deployment of safety personnel will be taken.
Additionally, the district has established a phased emergency work plan for crowd density, so that immediate on-site response can be initiated if warning signs are detected. If the number of people increases, measures such as deploying additional police and directing one-way pedestrian flow will be implemented. If crowd density exceeds five people per square meter, the district will request that trains pass through Konkuk University Entrance Station without stopping. The district also plans to minimize on-site congestion through danger alert broadcasts and disaster text messages.
