On October 24, Lee Hyun-jae, Mayor of Hanam City, met with Kim Yong-seok, Chairman of the Metropolitan Area Wide-area Transportation Committee (hereinafter referred to as the Committee), who visited Hanam City Hall, to discuss the city's key wide-area transportation issues, including the extension of the Wirye-Sinsa Line to Hanam, and requested active support.

View original imageThis meeting was specially arranged at the request of Hanam City to coincide with Chairman Kim Yong-seok's schedule to inspect the progress of wide-area transportation in the Gyosan District, following his appointment in September.
Mayor Lee provided a detailed explanation of Hanam City's five core wide-area transportation issues to Chairman Kim and proposed cooperation at the Committee level.
First, he strongly requested that the 'extension of the Wirye-Sinsa Line to Hanam' be included in the Fifth Wide-area Transportation Implementation Plan.
Mayor Lee presented a petition signed by 18,637 residents of Wirye and Gam-il, stating, "Wirye New Town was planned as a single living area spanning three local governments, and Hanam citizens also paid transportation contributions, yet only Hanam City has been excluded from rail transportation."
He further emphasized, "Since the private investment project, which has been pursued for about 14 years, ultimately failed and is now being promoted as a Seoul City-funded project, the extension of the Wirye-Sinsa Line to Hanam must be included in the 'Fifth Wide-area Transportation Implementation Plan' scheduled for December this year."
He also proposed the early opening of the Line 3 extension (Songpa-Hanam Line) and Line 9 extension (Gangdong-Hanam-Namyangju Line).
Mayor Lee said, "The Line 3 extension is a core transportation project for Gyosan New Town, but since the opening is targeted for 2032, after the first residents move in in June 2029, the Committee's management is necessary to ensure the 'transportation first, occupancy later' principle is upheld." He added, "The selection of the operator for Section 2 of the Misa segment of the Line 9 extension has been delayed, raising concerns among approximately 140,000 residents of Misa Riverside City," and requested the Committee's active role in expediting the opening.
He requested that the 'Hanam IC improvement' and 'full expansion of National Route 43' be reflected when revising the wide-area transportation improvement plan for Gyosan New Town.
Mayor Lee explained, "Currently, Hanam IC has an incomplete grade-separated interchange structure, resulting in long detours for entry and exit, which causes constant traffic congestion at intersections such as Animation High School Intersection. Severe traffic congestion is expected when developing Gyosan New Town, so improving Hanam IC, including the addition of entry and exit ramps, is urgent." He also proposed the 'full expansion of National Route 43,' considering the increase in the planned population of Gyosan New Town and the additional development of the Sangsangok Industrial Relocation Complex since the initial plan was established.
He suggested designating Hanam Dream Service Area and Songpa-Hanam Line Station as the 'Hanam Dream Integrated Transfer Center.'
Currently, the 'Dream Service Area transfer facility (Korea Expressway Corporation),' 'Songpa-Hanam Line Station 104 (Gyeonggi Province),' and 'Gyosan District transfer facility (LH)' are being developed adjacent to each other, but since different entities are responsible for each project, establishing an integrated transfer connection system is expected to be challenging. Therefore, Mayor Lee requested, "Please designate the 'Hanam Dream Integrated Transfer Center' in the Committee's 'Fourth Transfer Center and Integrated Transfer Center Establishment Plan' to build an efficient transfer system."
He also proposed installing a noise barrier tunnel on the Jungbu Expressway (near the Dream Service Area) for the residents of Gyosan and the original downtown area.

View original imageMayor Lee stated, "There are serious concerns about future road noise complaints from residents of Gyosan New Town and the original downtown area," and added, "Since the Dream Service Area site was excluded from the Gyosan District in August 2021, measures have been delayed due to disputes over responsibility for road noise between Korea Expressway Corporation and LH." He requested active coordination and mediation from the Committee.
Mayor Lee said, "I would like to thank Chairman Kim Yong-seok for visiting Hanam City for the first time since taking office," and added, "Hanam City is actively cooperating with the Committee's approval process for the concentrated investment project in wide-area transportation for Gyosan New Town. I ask for your special interest and cooperation regarding the inclusion of the Wirye-Sinsa Line extension to Hanam, a long-standing wish of Wirye and Gam-il residents, and the city's five major wide-area transportation issues."

In response, Chairman Kim Yong-seok of the Committee said, "This was an opportunity to gain a deep understanding of Hanam City's wide-area transportation issues," and added, "We will ensure the smooth implementation of the wide-area transportation measures for Gyosan New Town and actively review the issues raised by Hanam City to prevent transportation inconveniences for new town residents."
