National Law Information Center Restored as First-Tier System... Recovery Rate Reaches 58.1%

Over 50% of all national information resource systems recovered across all tiers
As of October 21, 2025, 58.1% of the systems affected by the fire at the National Information Resources Service have been restored. The top-tier system, the National Law Information Center operated by the Ministry of Government Legislation, has been recovered, allowing users to quickly access legal information online once again.
According to the Central Disaster and Safety Countermeasures Headquarters, as of 1:30 p.m. on October 21, 412 out of 709 national information resource systems (58.1%) have been restored.

View original imageSince the list of 404 restored systems as of 9 a.m. that day, an additional eight systems have been brought back online. The most notable among them is the National Law Information Center, a first-tier system. This platform, which allows users to access legal information and precedents online, had been out of service since the fire on September 26. As it was housed in the completely destroyed Computer Room 7-1, recovery was expected to take some time, but it was restored on the 26th day after the system failure. In addition, the main website of the Korea Disease Control and Prevention Agency, a third-tier system, has also been partially restored.

The recovery rate for systems across all tiers from 1 to 4 has now surpassed 50%. The recovery rates by system tier are as follows: first-tier systems at 80.0%, second-tier at 69.1%, third-tier at 62.5%, and fourth-tier at 50.0%.
