Changwon Special City Conducts Mandatory Training for Apartment Resident Representative Councils and Management Entities
Specialized Training Provided to Enhance Transparency in Multi-family Housing Management
and Strengthen Safety Measures
Changwon Special City in South Gyeongsang Province conducted separate training sessions for apartment resident representative councils and management entities to promote transparent operations in multi-family housing and ensure a safe residential environment. The sessions covered apartment safety inspection management, fire safety, crime prevention, as well as the operation and ethics of resident representative councils.
This training, held for the first time this year under a business agreement with the Central Multi-family Housing Management Support Center, took place at the Jinhae District Office’s main conference hall from 9 a.m. to 6 p.m. About 700 participants, including members of resident representative councils and apartment management office staff, attended the sessions, which were divided into morning and afternoon segments of four hours each.
The apartment management operation and ethics training addressed a range of topics to reinforce the roles and responsibilities of resident representative councils. Key subjects included principles for transparent decision-making and management fee execution, strategies for managing and resolving conflicts among residents, ethical duties and legal compliance for council members, and matters related to multi-family housing safety inspections.
In particular, this training was notable for its case-based approach, focusing on audit findings identified since the establishment of the Multi-family Housing Audit Team. This not only enhanced practical understanding but also provided a forum to discuss ways to secure the credibility and fairness of resident representative councils.
Fire safety and crime prevention training for management office staff and other management entities focused on fire prevention and efficient safety management within multi-family housing. The curriculum included hands-on and theoretical instruction on the use of fire extinguishers and hydrants, developing effective evacuation plans during fires, crime prevention strategies utilizing CCTV, crime prevention management checklists for multi-family housing, as well as the legal aspects and timing of safety inspections. Practical know-how was provided for immediate application in the field.
One resident representative who attended the training stated, "Through the apartment management operation and ethics training, I pledged to go beyond simple management and to foster trust and harmony among residents." He added, "This training has given me a deeper understanding of the essential duties and responsibilities I must know."
An employee from an apartment management office commented, "The training provided practical guidance on how to respond to emergencies such as fires or crime prevention situations," and pledged, "I will take even greater responsibility for the safety of our multi-family housing."
