The awards are presented to members of the National Assembly, local governments (including education offices), local council members, public officials, and private sector contributors who have advanced local autonomy in areas such as local administration, regional development, educational autonomy, and local finance.
Wonju City was recognized for its outstanding achievements in three key areas: the development of local autonomy, the realization of educational autonomy, and the revitalization of the regional economy. In particular, the city drew attention for expanding citizen participation and strengthening local capacity through exemplary management of the resident autonomy system and community organizations.
Additionally, the designation as a special educational development zone raised the quality of local education, while the successful hosting of the 'Wonju Dumpling Festival' not only promoted the city's appeal but also invigorated the regional economy. These efforts were highly regarded as major contributions to the development of local autonomy in Korea.
