Gyeonggi Province Establishes Foundation for Promoting Modular Housing Supply... Ordinance Passed
Gyeonggi Province has established an institutional foundation to promote the supply of modular housing.
On September 21, Gyeonggi Province announced that the "Ordinance on Supporting the Promotion of Modular Housing Supply in Gyeonggi Province" was passed at the 386th extraordinary session of the Gyeonggi Provincial Council, which was held on September 19. This is the first such ordinance in the country.
Modular housing refers to a construction method in which three-dimensional modules, pre-manufactured in factories, are assembled and installed on-site. This approach is gaining attention for its ability to reduce construction time, standardize quality, and enable environmentally friendly building practices.
In particular, as responding to climate change and achieving carbon neutrality have become critical tasks, modular housing-known for its advantages such as energy savings and reduction of construction waste-is emerging as a sustainable construction method.
However, as the relevant systems and industrial ecosystem have not yet been fully established, systematic policy support is needed.
The ordinance includes various support measures to promote the supply of modular housing, such as: establishing a modular housing supply support plan every five years; conducting surveys on supply status and other actual conditions; establishing and operating a modular housing support center; creating clusters for research, development, and demonstration; implementing pilot projects; fostering professional talent; and building a collaborative system among stakeholders.

Kim Taesu, Director of Housing Policy at Gyeonggi Province, stated, "The enactment of this ordinance will greatly help modular housing become established as an eco-friendly and innovative residential alternative," adding, "It is expected to contribute not only to housing stability for residents but also to innovation in the construction industry and revitalization of the local economy."
