Gyeonggi Civic Groups Urge Disciplinary Action Against Provincial Council Members for Sexual Harassment and Bribery on 18th
The Gyeonggi Civic Society Coalition has called for the immediate disciplinary action of Gyeonggi Provincial Council members involved in sexual harassment remarks and bribery.
On the 18th, the coalition held a press conference at the Gyeonggi Provincial Council briefing room, strongly condemning the Provincial Council's Ethics Special Committee for neglecting its duties by delaying disciplinary measures against corrupt council members.
In its statement released that day, the coalition expressed "deep anger and dismay at the recent series of misconduct by provincial council members," and asserted, "Despite this, the Ethics Special Committee has failed to take appropriate action and is neglecting its duties."
The coalition further criticized, "First, Assemblyman Yang Woosik (People Power Party, Proportional Representation) made extremely vulgar and explicit sexual remarks to a secretariat staff member. This is a direct violation of the duty to maintain the dignity required of a public official as a local council member, yet the Ethics Special Committee has taken no action."

View original imageAdditionally, the coalition stated, "Recently, several provincial council members have been under investigation for allegedly accepting bribes from a specific company in connection with the Intelligent Transportation System (ITS) construction project. This is a typical act of corruption, but the special committee has cited the 'presumption of innocence' as a reason for not imposing disciplinary measures, which is a clear dereliction of duty."
Accordingly, the coalition demanded: ▲ immediate and strong disciplinary action against Assemblyman Yang, ▲ the highest level of disciplinary measures against council members involved in bribery, and ▲ improvements to the Ethics Special Committee system to restore public trust in the Provincial Council.
The coalition is a gathering of 15 civic groups in the Gyeonggi region, including the Dasan Human Rights Center.

Meanwhile, the Gyeonggi Provincial Government branch of the Korean Government Employees' Union also joined the press conference that day, issuing a statement saying, "Although Assemblyman Yang Woosik has been referred to the prosecution with a recommendation for indictment, he continues his legislative activities as if nothing happened, without a single word of apology. The Ethics Special Committee must stop stalling and immediately proceed with disciplinary procedures."
