Yongin City in Gyeonggi Province announced on September 18 that it conducted a special quality inspection on September 16 at the "Samga 2 District Hillstate Yongin Foret" apartment complex in Samga-dong, Cheoin-gu, where move-in was delayed for four years after completion due to issues with the construction of access roads.

This apartment complex, consisting of 1,950 units, is a corporate-type private rental housing project. Although construction was completed in 2021, move-in was postponed for four years because the planned access road within the adjacent Yeoksam Urban Development Project area could not be constructed due to internal conflicts within the Yeoksam Cooperative.
Subsequently, after consultations with the Anti-Corruption and Civil Rights Commission, construction began on an alternative access road utilizing the site of Yeokbuk 2 Neighborhood Park. With the opening of the alternative access road in May this year and completion of administrative procedures, the application for tenant recruitment was filed on September 3.
The quality inspection involved Yongin City's apartment quality inspection team, which is composed of external experts in architecture and construction, mechanical, electrical, fire safety, and landscaping fields, as well as city officials. The inspection team focused on both common areas such as rooftops, stairwells, underground parking lots, pipe shafts, and outdoor landscaping, and on the condition of finishes and defect repairs within individual units, as well as the maintenance status of mechanical, electrical, and communication facilities.
The city plans to ensure that all corrective measures identified during the inspection are completed before the pre-move-in visits by residents. The city also intends to verify compliance with safety and quality standards at the temporary use approval stage.
