원본보기 아이콘Jeonnam Province will begin distributing the second round of livelihood recovery consumption coupons to the bottom 90% of residents by income, starting on September 22, in order to revitalize the local economy and boost domestic demand amid high inflation and an economic downturn.
The support amount is 100,000 won per person. Eligible recipients for the second round are those whose total household health insurance premiums as of June 2024 are below the selection criteria, and whose total assessed value of household property tax in 2024 does not exceed 1.2 billion won, or whose total financial income for 2024 does not exceed 20 million won.
Eligible residents can apply for the consumption coupons online or offline from 9:00 a.m. on September 22 until 6:00 p.m. on October 31.
Applicants can choose to receive the coupons as a credit or debit card, prepaid card, or regional gift certificate. Residents who wish to receive the consumption coupons must apply by October 31.
For online applications, a weekday system based on the last digit of the applicant’s birth year (Monday: 1,6; Tuesday: 2,7; Wednesday: 3,8; Thursday: 4,9; Friday: 5,0) will be implemented during the first week to prevent system overload. For offline applications, the weekday system will not be applied in certain city, county, and township offices with low visitor congestion, allowing applications on any day.
Jeonnam Province will continue its "visiting livelihood coupon application service," which was implemented during the first round, targeting welfare facilities for the elderly and disabled, village halls, and senior centers, with the goal of distributing the coupons quickly.
This service will be intensively promoted from September 22 to September 26, the first week of distribution. Recipients from the first round can apply and receive the coupons without prior application, and Jeonnam Province plans to work with organizations such as the Social Welfare Council to proactively identify and support vulnerable groups, minimizing blind spots in assistance.
Residents who receive the coupons as regional gift certificates can use them freely at all affiliated stores within their jurisdiction. Those who receive them as credit, debit, or prepaid cards can use them at small businesses with annual sales of 3 billion won or less, except for certain industries such as large discount stores, corporate supermarkets, online shopping malls, and delivery apps.
Starting from the second round, businesses with annual sales exceeding 3 billion won have also been included as eligible places to use the coupons, considering the public interest characteristics of local cooperatives and the promotion of eco-friendly agricultural product consumption. The environment for use has also been improved so that military personnel can use the coupons at businesses near their bases.
In particular, following Jeonnam Province’s request in August, the list of eligible stores has been expanded to include some Hanaro Mart locations and local food direct sales stores in township areas, making the coupons usable at around 170 locations in the province and greatly improving convenience for residents in regions with poor consumption conditions.
The consumption coupons must be used by November 30. Any unused balance after the deadline will expire, so residents are encouraged to use the coupons promptly.
Seo Eunsu, Director of the Job Investment and Attraction Bureau of Jeonnam Province, stated, "Through the second round of consumption coupon distribution, we will further accelerate the recovery of the local economy and do our utmost to ensure that residents receive tangible benefits. We urge everyone to apply and use the coupons within the designated period to help revitalize the economy."
Jeonnam Province achieved a distribution rate of 99.32% in the first round of livelihood recovery consumption coupons, providing them to 1.76 million out of 1.77 million residents, the highest rate in the country.
