Pocheon is an area where two private highways, the Guri-Pocheon Expressway and the Pocheon-Hwado Expressway, intersect. As a result, citizens bear higher toll fees compared to users of public expressways. In particular, when using both routes in combination, the basic fare is charged twice, raising concerns about fairness.
The issue of toll fees on private highways has been under continuous discussion since the opening of the Guri-Pocheon Expressway in 2017, and it has become a direct financial burden for Pocheon citizens, who rely heavily on passenger cars. To address this, the city has repeatedly submitted proposals to the Ministry of Land, Infrastructure and Transport through various channels, including the Council of Mayors and County Governors.
Through this policy research, Pocheon City aims to devise practical improvement measures and will actively propose and persuade relevant institutions, including the Ministry of Land, Infrastructure and Transport.

Baek Younghyeon, Mayor of Pocheon, emphasized, "Citizens are shouldering the full burden of high toll fees on private highways in northern Gyeonggi Province. The excessive charges and duplicate billing compared to public expressways are not just an issue for Pocheon City, but a matter that requires institutional reform at the national level."
