Seongnam City Raises Subsidy Rate for Home Rusty Water Pipe Replacement from 30% to 70%
Seongnam City Expands Subsidies for 86-130m² Homes
Up to 1.8 Million Won Provided for Construction Costs
Seongnam City in Gyeonggi Province (Mayor: Shin Sangjin) announced on September 12 that it has recently revised the 'Water Supply Ordinance Enforcement Rules' to increase the subsidy rate for home rusty water pipe replacement work and to include social welfare facilities as eligible recipients.
The revised rules raise the subsidy rate for the replacement of old water pipes in homes with an exclusive residential area of 86 to 130 square meters from the previous 30% to 70%.
Accordingly, these homes can now receive a subsidy covering 70% of the construction costs, up to a maximum of 1.8 million won.
Homes with an exclusive residential area of 60 square meters or less will continue to receive 90% of the construction costs, while those with 61 to 85 square meters will receive 80% of the costs, respectively.
Homes owned by basic livelihood security recipients or those in the lower income bracket, as well as social welfare facilities, are eligible for the maximum subsidy (1.8 million won) regardless of the size of the property.
This year, the city is investing 288 million won in the project, and over the past eight months, 77 households have received a total of 87 million won in subsidies for rusty water pipe replacement.
Eligible recipients include homes with an exclusive area of 130 square meters or less and over 20 years old, as well as social welfare facilities under the Social Welfare Services Act, that use galvanized steel pipes or have failed water quality inspections.

Applicants seeking support must submit an application form (available on the Seongnam City website → Information by Sector → Waterworks → Civil Complaint Forms), a construction cost estimate, a water quality test report or photos showing galvanized steel pipes, either in person to the Water Facilities Division on the 5th floor of Seongnam City Hall or by sending them via the department's email.
