Uijeongbu City Unveils Sustainable Master Plan, Heralding Creation of Premium Innovative Residential Spaces
Uijeongbu City to Hold Public (Re)View of the 2035 Urban and Residential Environment Maintenance Master Plan (Draft)
Summary Strategic Environmental Impact Assessment Also Open for Public Review
23 New Redevelopment and Reconstruction Maintenance Zones Designated
Uijeongbu City in Gyeonggi Province (Mayor Kim Donggeun) will conduct a public (re)view of the 2035 Uijeongbu Urban and Residential Environment Maintenance Master Plan (draft) and the summary strategic environmental impact assessment of the maintenance master plan from September 10 to 24.
This additional public review has been arranged to promote the draft maintenance master plan, which has incorporated as much feedback as possible from resident briefings, public inspections, city council opinions, and the City Urban Planning Committee review since March, to residents before its final confirmation and official announcement.
The city conducted a survey based on candidate areas that met the requirements under the Urban and Residential Environment Maintenance Act, such as the degree of aging and area. Reflecting residents' proposals, Uijeongbu City designated 23 new redevelopment and reconstruction maintenance zones. Since proposals for maintenance plans under the Urban Maintenance Act are only possible for these new zones, the city intends to allow residents to take the lead in establishing maintenance plans and to expedite the implementation of maintenance projects.
Through a total of four resident briefings, public inspections, and city council opinion hearings, the city has made every effort to ensure that the plan will become a "sustainable and feasible maintenance project with guaranteed business viability" for local residents. After this additional public review, the 2035 Uijeongbu Maintenance Master Plan is scheduled to be finalized and officially announced in September.
As part of effective regulatory easing measures, the 2035 Uijeongbu Urban and Residential Environment Maintenance Master Plan includes: ▲ a system for basic, permitted, and maximum floor area ratios, with a new permitted ratio 20% higher (applying 17 types of incentive items); ▲ criteria for upgrading land use zones with reduced public contribution rates in consideration of local conditions (for the first upgrade, the rate will be lowered from the existing 15% to 10%); ▲ various methods of contributions in kind (such as land, buildings, public facilities, or cash); and ▲ transitional standards allowing existing maintenance zones to benefit from these incentives (with optional participation).
The (re)view will take place at the Urban Regeneration Division office on the 3rd floor of Uijeongbu City Hall’s Annex 2, and related documents can also be accessed on the city’s official website. During the review period, residents with opinions may fill out a comment form available on-site and submit it directly, or send it via email.
However, as there are no clear legal regulations regarding this (re)view, it is unlikely that submitted comments will be reflected. The city will send official written responses regarding whether individual comments are adopted, and for further details, residents can contact the Urban Regeneration Division for guidance.

Nam Changmin, head of the Urban Regeneration Division, said, "We have faithfully incorporated the opinions presented during the review by the Uijeongbu City Urban Planning Committee in finalizing the plan. As residents have waited a long time, we will use this maintenance master plan to systematically and sustainably improve citizens’ residential environments and create a pleasant and livable city."
