Huayang District 2, which houses a large number of major retail stores, is set to revitalize its commercial area by improving development conditions.
The Seoul Metropolitan Government announced on the 11th that it had convened the 15th Urban and Architecture Joint Committee and approved, with modifications, the proposed changes to the district unit plan for Huayang District 2.
The target area is adjacent to Konkuk University Station, offering convenient access to public transportation. Nearby are Konkuk University, a university hospital, and several large-scale retail stores. In the backstreets, a commercial district has formed with a concentration of small, low-rise businesses focused on dining and fashion accessories.
This redevelopment project was initiated to respond to changing conditions in the surrounding area and to invigorate the commercial district near the university by easing regulations.
Accordingly, the city plans to establish a new zone with relaxed parking lot installation standards for areas densely packed with outdated, small land parcels. By lowering the parking requirements, new buildings will be able to secure more commercial space on the lower floors during redevelopment. Until now, the western side of Neungdong-ro, where many shops are clustered, has mostly consisted of narrow food alleys without parking facilities. The reduction of ground-floor commercial space due to mandatory parking lot construction has been a major obstacle to development in these areas.
In addition, the city will completely abolish restrictions on maximum development scale, joint development designation, and land parcel division plans. Through a floor area ratio incentive program, more flexible development will be permitted. The incentives for floor area ratio include six categories: joint development (recommended or voluntary), recommended uses for all floors, recommended uses for lower floors, front open spaces, pocket-type open spaces, and building form incentives. These can be applied up to a maximum of 360%. The goal is to encourage the revitalization of the commercial district around the university.
Furthermore, the city will improve the aging pedestrian environment by establishing guidelines for front open spaces and feasible building setback plans.
