Yangcheon District Launches Petition Campaign for Mandatory Resumption of Mokdong Line and Gangbuk Cross-City Line
To Be Held Both Online and Offline from September 15 to November 30
Yangcheon District in Seoul (headed by District Mayor Lee Kijae) will launch a resident petition campaign from September 15 to November 30, urging the renewed promotion of the Mokdong Line and the Gangbuk Cross-City Line to address transportation imbalance in the southwestern region and to guarantee residents' mobility rights. The petition will be conducted both online and offline, gathering residents' opinions to call on the government and the Seoul Metropolitan Government for the swift resumption of these projects.
The Mokdong Line is a route that starts from Sinwol-dong along the Nambu Beltway, passes through Sinjeong-dong and Mok-dong, and connects to Dangsan Station. The Gangbuk Cross-City Line begins at Mokdong Station, passes through Deungchon-ro and Deungchon Station, and continues to Cheongnyangni Station. Both lines are expected to significantly improve transportation convenience for residents, as they serve areas with low urban rail accessibility and include chronic traffic congestion zones such as the Nambu Beltway and Deungchon-ro.
However, the projects were halted and are now at risk of being discontinued after failing to secure economic feasibility in a preliminary feasibility study conducted by the Ministry of Economy and Finance last year.
Yangcheon District anticipates that the designation of 14 Mokdong Apartment complexes as redevelopment zones will be completed within this year, and once reconstruction is finished, the area will be transformed into a new residential district accommodating around 100,000 people. In addition, with the planned development of an advanced urban logistics complex on the Seobu Truck Terminal site in Sinjeong-dong and the redevelopment of Sinwol-dong to add 6,000 new households, a surge in transportation demand is inevitable. As a result, the need to expand the rail network has become urgent.
The Seoul Metropolitan Government is currently reviewing optimal routes and ways to improve the feasibility of the Mokdong Line and Gangbuk Cross-City Line through the "Third Urban Rail Network Construction Plan" study. Yangcheon District plans to use this petition campaign to consolidate public opinion and officially request the resumption of both projects not only from the Seoul Metropolitan Government but also from the Ministry of Economy and Finance, the Ministry of Land, Infrastructure and Transport, and other relevant agencies.
