Taejin Kim, Gwangju Seo-gu Council Member: "Yuchon District Has the Highest Disaster Risk Index"
Taejin Kim, a member of the Gwangju Seo-gu Council (Progressive Party), asserted in a "five-minute speech" during the first plenary session of the 333rd extraordinary meeting that "the Yuchon District in Gwangju has the highest disaster risk index."
Kim stated, "The Yuchon District in Seo-gu, Gwangju, has the highest risk index of 14.4 among the 27 areas classified as extremely high risk for inland water disasters. This is followed by the Songjeong District in Gwangsan-gu with 12.0, and eight other districts including Sinan-dong in Buk-gu with 10.8."
He went on to say, "Despite this, no substantial measures have been put in place, and apart from the installation of flood barriers and the provision of three water pumps, there has been nothing else. Due to these makeshift solutions, major flood damage has occurred once again in 2025, following similar incidents since 2020."
He further emphasized, "It is important to focus on prevention rather than only responding with countermeasures after flood damage occurs during heavy rain. Please make efforts to shed the stigma of Yuchon District being a high-risk area by conducting research to identify risk zones and establishing practical countermeasures."
