Chuncheon City in Gangwon Special Self-Governing Province has been finally selected for the Urban Regeneration Innovation District public contest by the Ministry of Land, Infrastructure and Transport.
On September 5, Mayor Yook Donghan of Chuncheon held a briefing in the city hall briefing room and officially announced that Chuncheon was finally selected in this public contest.
Chuncheon City is planning to develop a 120,000-square-meter area of the former Camp Page site (198 Geunhwa-dong and surrounding areas) into a citizen park, an advanced video industry cluster, a large-scale integrated studio, and a convention center. The city also plans to create open spaces and a festival plaza in harmony with the park, aiming to develop the area into a hub for daily cultural life that citizens can truly experience.
The total project cost amounts to 356.8 billion won, and with this selection, the city has secured 25 billion won in national funding. The project operator will be a real estate investment company (REITs) jointly funded by the Housing and Urban Fund and the local government, ensuring stable financial resources for the project.
The Camp Page area, now designated as an Innovation District, has long been the subject of development controversy due to the presence of a U.S. military base and the decline of the original downtown area.
Mayor Yook stated, "I express my respect and gratitude for the sacrifices of the residents of Soyang and Geunhwa, who have endured hardships for over half a century," adding, "Camp Page will no longer be a stagnant land, but will be reborn as a space that opens up the future of Chuncheon."
The Urban Regeneration Innovation District project is a large-scale initiative led directly by the government, with the core goal of establishing a new growth hub by integrating industrial, commercial, and cultural functions. Through this project, Chuncheon City plans to maintain the citizen park while developing an advanced video industry cluster, integrated studio, and convention center, fostering the area as a center for future industries.

Mayor Yook emphasized, "The VFX industry is a rapidly growing, high value-added sector worldwide," and stated, "Chuncheon will leap forward as a hub leading the future cultural industry."
Additionally, Chuncheon City intends to ensure that the benefits of this development are not confined to a specific area, but will establish a cooperative model with the entire original downtown to help revitalize the local commercial district.

Meanwhile, Gangwon Special Self-Governing Province issued a statement on the same day, saying, "It is only natural that the lifting of the park designation is a prerequisite for the implementation of the project," and added, "Gangwon Province respects the Ministry of Land, Infrastructure and Transport's decision and will continue to pursue strategic plans for the use of Camp Page in cooperation with Chuncheon citizens."
