View original imageJeonnam Province has drafted preliminary eligibility criteria for the "Jeonnam-style 10,000 Won Housing," a project aimed at providing stable housing for young people and newlyweds and encouraging them to settle in the region. The province has now begun collecting public feedback from residents.
The Jeonnam-style 10,000 Won Housing is the nation’s first groundbreaking residential model, which offers spacious, newly built apartments to young people and newlyweds for a monthly rent of just 10,000 won. The goal goes beyond simply supplying affordable rental housing; it aims to help residents grow into four-person families who can purchase their own homes in the region after 10 years.
This draft for eligibility was created after extensively gathering input from 16 population-declining counties within the province, young people, and local social welfare councils.
According to the draft, eligible young applicants must be between 18 and 45 years old, must not own a home, and must either work in Jeonnam, be preparing to start a business, or be engaged in agriculture, fisheries, forestry, livestock, or the arts. Young applicants must also meet an income threshold of 170% or less of the median income. The initial lease is for four years, with the possibility of extension for up to a total of six years.
For newlyweds, eligibility includes couples married within the past seven years, households with children aged six or younger, and engaged couples preparing for marriage. The income limit is set at 150% of the median income for single-income households and 180% for dual-income households. Notably, for each child born, the residency period is extended by three years, allowing a maximum stay of up to 10 years, which is expected to actively encourage marriage and childbirth.
The draft also includes distinctive operational measures unique to the Jeonnam-style 10,000 Won Housing. At least one operator of a home daycare center will be assigned to each building to create a child-friendly environment, and self-reliant young people or artists will be assigned to help reduce management costs. These individuals will be responsible for tasks such as cleaning and guidance. This approach is expected to reduce the burden on residents while also creating new jobs for socially disadvantaged groups.
Priority will be given to households with two or more young people living together and to newlywed families with multiple children, focusing on groups most likely to settle in the region and invigorate the local community.
This eligibility draft is not yet finalized. Jeonnam Province will gather extensive feedback from residents through announcements on the provincial website and through explanatory sessions held in eight different regions. After thoroughly reviewing the feedback, the final criteria will be confirmed following deliberation by the Jeonnam Provincial Housing Policy Review Committee.
Starting in October, Jeonnam Province plans to ramp up public promotion of the Jeonnam-style 10,000 Won Housing and begin accepting residents for the first such housing in Jindo County in the second half of 2026.
