Personal Information Dispute Mediation Committee Resumes Mediation Process
Over 2,000 Collective and 600 Individual Applications Filed
Application Deadline on the 18th; Mediation Proposal to Be Prepared Within 60 Days
The Personal Information Dispute Mediation Committee (acting chairperson: Woo Jisook) announced on September 4 that it has resumed the mediation process filed against SK Telecom and is recruiting additional applicants.
Previously, the committee merged three collective dispute mediation cases filed against SK Telecom into a single case and resumed the mediation process on August 28. The process, which had been temporarily suspended, was restarted after the Personal Information Protection Commission decided on August 27 to impose a fine and other penalties on SK Telecom.
The number of applicants for collective dispute mediation regarding the SK Telecom personal information leak reached 2,025 people: 96 individuals including Lim (application submitted on May 14), 51 individuals including Kang (June 10), and 1,878 individuals including Seo (June 12). They are demanding compensation for damages caused by the leak of 25 types of information, including mobile phone numbers and subscriber identification numbers (IMSI), as well as improvements to the system.
In addition, the committee will accept additional applications for participation in the collective dispute mediation process over the next two weeks.
Users who have received a leak notification from SK Telecom, or who have confirmed the leak through SK Telecom's personal information leak inquiry service, may apply to participate in this additional round of collective dispute mediation.
However, participation is not permitted if a dispute mediation process is already underway or has been concluded by another dispute mediation body established under other laws, such as the Consumer Dispute Mediation Committee or the Communications Dispute Mediation Committee.
Applicants should submit an additional participation application form by referring to the “sample format” posted in the announcement on the committee’s website. After the application deadline on September 18, the committee will verify the eligibility of additional applicants and notify them of the results within 10 days.
A mediation proposal will be prepared and notified to the parties within 60 days after the application deadline. If either party does not accept the proposal, the mediation will not be established. In such cases, other remedies, such as filing a lawsuit, may be pursued.
Meanwhile, the committee also plans to merge and process individual dispute mediation applications (636 cases as of the end of August) that were not filed through a representative such as a law firm.

Woo Jisook, acting chairperson of the committee, stated, "Now that the Personal Information Protection Commission's action against SK Telecom has been completed, we will promptly prepare a mediation proposal and proceed with the process to provide relief for the data subjects."
