On September 3, the Donghae City Council in Gangwon Province (Chairperson Min Guihee) held the 3rd Budget and Accounts Special Committee meeting of the 355th temporary session (Committee Chair Kim Hyangjeong) to conduct departmental reviews of the '2nd Supplementary Budget Bill for 2025.'

View original imageDuring the 3rd Budget and Accounts Special Committee meeting held that day, the budget proposals of eight departments under the Economic and Industrial Bureau and the Culture and Tourism Bureau, including the Department of Physical Education, were reviewed.
Assemblyman Jeong Dongsoo, during the review of the budget for replacing the flooring in the table tennis hall at the sports complex, stated, "This replacement of the floor and entrance doors is a meaningful measure that addresses a long-standing wish of disabled table tennis players," and emphasized, "Please continue to reflect the voices of citizens and promote projects to improve sports facilities."
Assemblywoman Choi Isoon pointed out issues with the operation of the unmanned transparent PET bottle collection machines, stating, "Currently, frequent breakdowns and slow maintenance are causing inconvenience for citizens," and stressed, "The city should contract with a maintenance company capable of prompt response to ensure there are no disruptions for citizens using the service."
Assemblyman Park Juhyeon, regarding asbestos damage relief, urged, "To prevent harm caused by neglected asbestos, the city should thoroughly investigate the situation within its jurisdiction through a specialized company and actively inform affected households about the dangers of asbestos."
Assemblywoman Kim Hyangjeong, regarding the replacement of RFID-based volume-rate waste bins, stated, "Sufficient compatibility with the existing system must be ensured so that citizens do not experience inconvenience during use," and called for thorough implementation.
Assemblyman Lee Dongho, concerning the utilization of waterfront spaces in the third phase of Donghae Port development, emphasized, "Instead of unconditionally restricting access to fishing spots, the city should closely analyze successful cases from other regions, strengthen safety facilities, and at the same time, develop measures to promote marine leisure activities."
Assemblyman An Seongjun, regarding the operation of the Jeoncheon water play facility, remarked, "Contrary to initial concerns about building a water play facility, it has received a very positive response from citizens," and requested, "Based on this year's operational experience, please address shortcomings such as the water filling facility so that next year, the facility can achieve even higher satisfaction."

Assemblyman Lee Changsu, regarding support for repairs at traditional temples, pointed out, "As the matching ratio for self-funding is not being maintained, the city's financial burden is increasing," and stressed, "To ensure fairness in budgeting, indiscriminate city funding should be avoided and efforts to secure self-funding should be strengthened."
