57.3% of MOF Strategic Projects for 2024 Led by Busan
Busan Demonstrates Potential as a Global Marine Hub City

On September 3, Busan Institute of Science and Technology Promotion (BISTEP), led by President Kim Youngbu, published the fifth issue of its infographic series, B-INFO, which analyzes the achievements of attracting Ministry of Oceans and Fisheries (MOF) R&D projects to Busan and the current status of the region's marine research infrastructure.

This edition of B-INFO reviews the infrastructure of key innovation players in the local marine and fisheries sector-including local governments, industries, universities, and research institutes-following the relocation of the MOF to Busan. It also presents quantitative data on project participation linked to the MOF’s science and technology development implementation plan.

According to the analysis, Busan carried out 57.3% of the MOF’s strategic projects for 2024 (based on sub-projects), demonstrating its marine science and technology capabilities. Additionally, over the past five years, the share of the MOF’s total R&D budget secured by Busan has steadily increased, with approximately 40% of the 2024 budget being implemented in the city.

These achievements are attributed to BISTEP’s policy research in marine science and technology, efforts to attract medium- and large-scale R&D projects between 2019 and 2023, and enhanced collaboration among local innovation stakeholders.

Currently, Busan City, led by the Marine, Agriculture, and Fisheries Bureau, is advancing related policies. Each year, about 1,800 professionals graduate from 41 departments across five universities. The local marine industry ecosystem is further supported by 18 related organizations, six innovation support agencies, and 11 institutions from outside the region. Approximately 30,000 marine industry companies and over 160,000 workers are active in Busan.

Kim Youngbu, President of BISTEP, stated, "This edition of B-INFO provides an opportunity to reaffirm the significance of Busan’s marine research infrastructure, the relocation of the MOF, and BISTEP’s role," adding, "We will do our utmost in policy research and project attraction so that Busan can establish itself as a global marine hub city."
