Korea Railroad Corporation (KORAIL) has begun a comprehensive review of its current labor-management relations. Externally, this move is seen as preparation for changes in labor policies, such as the revision of the Yellow Envelope Act (amendments to Articles 2 and 3 of the Trade Union and Labor Relations Adjustment Act), and internally, as a response to shifts in organizational culture stemming from an increasing number of younger employees within the company.
This development is particularly significant as it coincides with the initiation of discussions on integrated operations between KTX and Suseo High-Speed Railway (SRT), both operated by KORAIL. Unstable labor-management relations have long been cited as a major obstacle to integration. If a strike were to occur after integration, it would be difficult to provide alternative transportation for high-speed rail, causing severe disruptions to the daily lives of the public.

View original imageAccording to KORAIL's recently announced notice for the "Research Service for Establishing a Mid- to Long-Term Roadmap for Labor-Management Relations" on August 21, the company plans to develop a mid- to long-term plan to be used over the next five years, along with measures to review and implement conflict management processes. KORAIL explained, "There are five labor unions within the corporation, four of which are actively engaged in wage negotiations and other activities," adding, "It is necessary to redefine the corporation's standards for labor-management relations to establish rational relationships with each union."
The railway unions have repeatedly staged work slowdowns or strikes due to differing views on wage increases and issues such as internal organization and staffing. Given the importance of punctuality in railway operations, strikes have caused significant inconvenience to citizens and confusion in society.
Amidst these developments, President Lee Jaemyung had pledged during his presidential campaign to integrate high-speed rail operations. He argued that, rather than focusing on service improvements or fare reductions through competition, integrated operations would be preferable due to the inefficiencies caused by overlapping routes. He also maintained that, given the worsening financial structure from accumulated deficits and the difficulty of raising fares, reducing redundant costs through integration is necessary.

Commissioning an external review to identify and improve shortcomings in overall labor-management relations is seen as an effort to alleviate concerns over union strikes, which are considered a major constraint in the integration process. Since the new administration took office, the Ministry of Land, Infrastructure and Transport has been conducting behind-the-scenes discussions, including gathering opinions from both KORAIL and SR regarding integrated operations. It was reported that on the previous day, Minister of Land, Infrastructure and Transport Kim Yoonduk held a closed-door meeting with both organizations and a group of experts to collect opinions on integrated operations.
