Seodaemun District Wins Administrative Appeal Over Rejection of Bukahyeon District 3 Project Implementation Plan Amendment

On August 14, Seodaemun District (District Mayor Lee Seongheon) announced that it had won an administrative appeal against the Bukahyeon District 3 Redevelopment Association. The district office stated that it will continue to respond strictly to violations of the law and unilateral management by the association.

View original imageSeodaemun District explained, "On August 11, the Seoul Administrative Appeals Committee determined that the district's rejection of the application to amend the project implementation plan for the Bukahyeon District 3 Redevelopment Promotion Area housing development project was legal and appropriate, and dismissed all claims made by the association."
Previously, on May 19, the district had requested the association to correct significant defects found during the process of changing the project implementation period. However, as the association did not comply, the district rejected the application. The association then filed for the cancellation of this decision, but the appeal was not accepted.
The district stated, "This was a wrong decision by the association president and certain individuals who ignored the strong desire of the majority of association members for swift project progress." The district emphasized that it will continue to respond strictly to any unilateral management that violates regulations during future permit reviews.
In particular, the district pointed out that the association has continued unilateral management by: ▲ conducting the 'application for allocation by landowners,' which should be carried out after approval, in advance; ▲ forcing the election of the association president while disregarding the election management guidelines for association executives; ▲ wasting project funds and intimidating opposing members; and ▲ designating certain members as 'project disruptors' and imposing sanctions.
Despite administrative guidance and recommendations, the association did not comply with corrective requests, citing 'private self-governance' as the reason. As a result, the district stated that project delays and damage to association members have occurred.
