On August 14, Pohang City held a groundbreaking ceremony for the "Gyeongbuk Viewer Media Center and Ocheon-eup Administrative Welfare Center Complex Building" at the site of the former Ocheon-eup Administrative Welfare Center.
The event was attended by Mayor Lee Kangdeok, City Council Chairman Kim Ilman, city and provincial council members, local organizations, and approximately 200 residents, all wishing for the safe and successful completion of the project.

View original imageThe ceremony included a progress report, commemorative and congratulatory speeches, a safety pledge, and a blasting button and groundbreaking performance. Donghyeon General Construction, the contractor, pledged to eradicate serious accidents and ensure safe construction through the safety pledge.
This project began when Pohang City was selected for the Korea Communications Commission’s Viewer Media Center construction support program in 2021. The project gained momentum after passing the Ministry of the Interior and Safety’s central investment review for local finance in 2023, confirming its feasibility.
The complex building is being constructed with a total project cost of KRW 35 billion, including KRW 5 billion in national funds, KRW 4.3 billion in provincial funds, and KRW 25.7 billion in city funds. The building will have a total floor area of 5,898 square meters, with one basement level and four above-ground floors. Construction officially began on this day, with completion targeted for November 2026.
The Gyeongbuk Viewer Media Center will be equipped with a broadcasting studio, media experience center, and digital education rooms, serving as a space for broadcasting production, editing, and digital skills training. Various programs will be offered throughout the year, including youth media education, support for individual media creators, VR and AI experiences, and customized media education for underserved groups.
The new Ocheon-eup Administrative Welfare Center will feature a comprehensive civil service office, tax branch, toy library, community program rooms, and a youth culture cafe, enhancing both administrative convenience and resident welfare. In particular, the operation of a tax office branch is expected to greatly improve access to tax services for residents in the southern region.
Through this initiative, the city aims to create a multifunctional space where residents in the southern region can conveniently access cultural, educational, and administrative services in one place, while also establishing a virtuous cycle that fosters youth creative activities and revitalizes the local content industry.
